Displaced people have occurred in Korea due to various natural and social disasters. Accordingly, through system improvement, support for the refugees was improved, but only large-scale evacuation centers were dealt with, and consideration for the disaster vulnerable was insufficient. Therefore, this study investigated how to use community facilities to secure a “evacuation center that considers the disaster vulnerable” targeting those who have difficulty living in existing evacuation centers. To this end, systems and prior studies related to disaster vulnerable persons and evacuation centers in Korea, Japan, the United States, and Australia were analyzed. Through this, the range of disaster refugees and evacuation centers was established. In addition, the administrative welfare center was selected among community facilities in consideration of the characteristics and living rights of the disaster vulnerable. Accordingly, the spatial characteristics of the administrative welfare center were analyzed, facilities that could be used as evacuation centers for the refugees of disasters were arranged, and required spaces, space configuration plans, and plans were derived to ensure the habitability and privacy of the refugees. And a design (draft) reflecting this was proposed. Through this, a plan was suggested to maintain the function of the administrative welfare center even in the event of a disaster, while ensuring the residents" habitability and privacy.
