This study investigates whether the introduction of the labor responsive budgeting in Gyeonggi province has validity and its introduction plan. The labor responsive budgeting is a policy that aims to improve the qualitative value of labor, which has been not taken into account in the job creating policies implemented after the global financial crisis in 2008. Even though the policies to solve the unemployment problem has achieved its performance goal, the policies have solely concentrated on the volume of jobs created and have the side-effects of spreading non-regular employment practices across society throughout the public sectors. As a result, the policies have weakened labor stability. In order to mitigate the side-effects, restore the labor value and compensate the defects of existing labor policies, the introduction of the labor responsive budgeting in Gyeonggi province is required. The introduction plan is followings: First, a basic plan of policies for improving labor value should be prepared to specify the labor values that Gyeonggi province aims at, as Seoul did. Second, The basis of the labor responsive budgeting should be established by amending Gyeonggi province"s labor ordinance. Third, following the introduction plan of the gender budgeting, the pilot operation before the application of the labor responsive budgeting should be applied to identify and compensate for the side effects that occur during policy implementation. Finally, to evaluate impacts of policies on labor, labor respect index and labor impact assessment center should be established.
