Based on the diversionary theory of war, one of the representative foreign policy theories on domestic political factors, this study analyzed the causes of the Aung San terror incident in terms of domestic instability, namely the political and economic aspects of North Korea. The diversionary theory of war is that political leaders attempt adventurous foreign policies, including war, to divert public attention away from domestic political and economic issues. According to an analysis of the causes of the Aung San terror attacks in terms of the diversionary theory of war, first of all, the instability of Kim Jong Il"s power succession in the domestic political aspect of North Korea resulted in the dilemma between the continuation of the ideological-oriented revolution and the pragmatic policy centered on economic development, the challenge of counter-revolutionary forces and the manipulation of Kim Jong-il"s symbolism. Second, on the economic side, the economy became more difficult as it was impossible to maintain growth engines, although the government pushed ahead with speed wars and mobilization-style economic policies to address the low performance of foreign trade and sluggish implementation of the second seven-year economic plan. Under these unstable circumstances, Kim Jong-il carried out political and economic reforms since the sixth party congress in 1980, but his insufficient capacity to mobilize domestic resources led to the Aung San terror attacks. In the early 1980s, North Korea felt uneasy economically as well as the security crisis at a time of strengthening the triangular alliance between South Korea, the U.S. and Japan and strengthening economic ties between South Korea and China. As a result of the Aung San terror attacks, diplomatic relations with several countries were severed and international criticism was raised. However, diplomatic achievements have won public support for Kim Jong-il"s succession from China and the Soviet Union, strengthening security alliances with China and the Soviet Union and expanding economic ties. Also, relations with South Korea have improved. This study is very meaningful in that it used the systematic analysis framework of North Korea"s foreign policy as the diversionary theory of war and the use of the theory based on a close examination of internal kinetics during the North"s leadership transition period.
