In making Kim Il Sung's struggle against Japan history, North Korea established a Suryeong-system to ensure the perpetuity of Kim's regime in the name of inheriting Kim Il Sung's revolution and work from generation to generation, institutionalizing the transfer of hereditary power, devising a military strategy and building military force. However with limited resources, the denuclearization negotiations failed to achieve results, even though it sought to replace nuclear power by setting limits on building military forces and developing nuclear power. To prove this proposition, this paper seeks to look at it from a historical point of view using an interdisciplinary research method in conjunction with historical institutionalism and military science. The research results are as follows. Kim Il Sung's struggle against Japan is a historical context and institutional environment for military strategy and military construction. The upward movement of the threat, which is slighted in historical context, could lead to a security deal, possibly falling into a nuclear-armed state's dilemma due to a delay in denuclearization negotiations and negatively affect Kim Jong-un's leadership. Therefore, the South Korean Military should increase the threshold of North Korea's nuclear use by strengthening its conventional forces while increasing the reliability of extended deterrence in order to ensure the capability of the North's military strategy
