In making Kim Il Sung's struggle against Japan history, North Korea established a Suryeong-system to ensure the perpetuity of Kim's regime in the name of inheriting Kim Il Sung's revolution and work from generation to generation, institutionalizing the transfer of hereditary power, devising a military strategy and building military force. However with limited resources, the denuclearization negotiations failed to achieve results, even though it sought to replace nuclear power by setting limits on building military forces and developing nuclear power. To prove this proposition, this paper seeks to look at it from a historical point of view using an interdisciplinary research method in conjunction with historical institutionalism and military science. The research results are as follows. Kim Il Sung's struggle against Japan is a historical context and institutional environment for military strategy and military construction. The upward movement of the threat, which is slighted in historical context, could lead to a security deal, possibly falling into a nuclear-armed state's dilemma due to a delay in denuclearization negotiations and negatively affect Kim Jong-un's leadership. Therefore, the South Korean Military should increase the threshold of North Korea's nuclear use by strengthening its conventional forces while increasing the reliability of extended deterrence in order to ensure the capability of the North's military strategy

북한은 제국주의와 투쟁한 김일성의 항일무장투쟁을 혁명전통으로 만들어 역사적 맥락으로 재생산하였다. 이를 기반으로 김일성의 혁명전통을 대를 이어 승계한다는 명목으로 김씨 정권의 영속성을 보장하기 위하여 수령제를 만들어 체제를 유지하고 있다. 그 결과로 북한은 사회주의 체제전환, 쟈스민 혁명, 유엔제재 속에서 경제적 어려움 등 대내외 불안한 안보환경을 극복하고 70년 동안 3대 세습체제를 이루면서, 핵미사일 고도화를 달성하여 전략적 억제능력을 확보하였다. 따라서 북한은 수령의 위신과 권위에 대한 가치를 중요한 국가이익으로 간주하면서, 체제를 유지하는 데 방점을 두는 것으로 평가한다. 그러므로 북한연구에 있어서 이와 같은 역사적 맥락을 고려한다면 보편성에 대한 이해와 더불어 역사과정에서 형성된 특수성에 대한 역사적 이해도 중요하다. 이에 따라 북한의 군사전략에 대한 연구도 역사적 맥락을 고려해야 한다. 본 논문은 이러한 명제를 증명하기 위하여 역사적 맥락을 군사학에 접목하여 학제간 연구방법으로 역사적 관점에서 살펴보고자 한다. 연구결과는 다음과 같다. 북한체제에서 김일성의 항일무장투쟁은 역사적 맥락으로써 군사전략과 군사력 건설의 제도적 환경으로 작용하였다. 김일성체제는 한반도 통일을 위하여 공세적 군사전략을 추진하였으나, 김정일체제 이후 체제를 유지하기 위하여 억제의 군사전략으로 전환하였다. 이 과정에서 군사력 건설은 군사전략과 연동하여 재래식 전력, 비대칭 전력, 핵전력으로 변화되었다. 특히 김정은 체제에서 달성한 핵미사일 고도화는 북미 비핵화 협상을 견인하였으나, 비핵화 협상의 지연으로 핵보유국의 딜레마에 빠질 개연성이 있으며, 김정은의 리더쉽에 부정적으로 작용할 수 있다. 따라서 한국군은 북한군의 군사전략 변화 가능성에 주목하면서, 주도적 억제·대응능력을 보장하기 위하여 확장억제의 신뢰성을 높이면서 재래식 전력을 강화하여 북한의 핵 사용 문턱을 높여야 한다.
