Khubilai certainly valued and sought assistance from Jeju. He and the Yuan court appreciated Jeju’s contribution of horses, and they continued to promote horse breeding on the island. He also recognized its significance for maritime trade. Khubilai had two views of Jeju. First, he prized the island for its provision of horses, for its role in seaborne trade, and for its location in attempts to gain control over Japan. Second and on the other hand, he tried to maintain jurisdiction and to extract tribute and tax from Jeju, as well as to compel involvement in the abortive invasions of Japan. These were contradictory perceptions. Because Khubilai and the Yuan court recognized Jeju’s importance for its policies, they allowed the island and Goryeo considerable opportunities for self-rule. Yet their need for horses from Jeju as well as for shipbuilding and navigational skills caused them to make harsh demands on the island. Moderation alternated with aggressive policies in Khubilai’s relationship with Jeju.
