This study reflects the increasing interest in Dokdo due to the increase of the number of tourists and students. In particular, it reflects the current situation in which many citizens still lack awareness and experience of Dokdo. This study suggests ways to activate Dokdo tourism as a marine tourism destination in order to strengthen effective control over Dokdo. It also strives to maximize the value of Dokdo’s tourism and to pursue the protection of Dokdo and change the perception of the ocean. This is the first step of revitalizing Dokdo’s tourism and has significance of research in securing sovereignty of the wider Dokdo territory. Especially, in 2005, when Shimane Prefecture, Japan, announced “Takeshima Day”, it hurt the hearts of Koreans. Due to this, the encouragement of visits to Dokdo began more intensively. Through the revitalization plan of Dokdo tourism, we are going to meet the era of marine tourism. Nowadays, there are more and more tourists who want to experience a totally different type of tourism from the past. In particular, current tourists who want to meet their desire for change prefer tourism destinations with marine tourism contents such as Dokdo tourism. First, this study suggested the maximization of Dokdo as a special purpose marine tourism destination. Second, we proposed a method to maximize the value as an alternative tourism destination such as with regards to ecotourism. Third, it suggested the maximization of the industrial value there to strengthen the sovereignty claim over Dokdo. The number of visitors to Dokdo is expected to increase steadily as the interest of the public is heightened as Dokdo remains the subject of a diplomatic dispute with Japan pertaining to sovereignty. Therefore, the activation and investment of in Dokdo tourism is important. This was the starting point for the movement to approach Dokdo from a new point of view in the field of tourism. For this purpose, this study used empirical analysis results of previous studies as well as various documents and data related to Dokdo. In particular, relevant policy reports, statistical data, periodicals, monographs, newspaper articles, etc. were reviewed. In the data analysis, data collection and analysis related to Dokdo were conducted at the same time. As a data analysis method, we focused on the subject of this study through thematic analysis on Dokdo tourism. We analyzed Dokdo’s tourism through content analysis and typified the results of previous research. It is expected that this will contribute to the basic direction of the marine tourism policy for the revitalization of Dokdo’s tourism in the future and to contribute to solving the problem. In conclusion, this study focused on in-depth analysis of ways to revitalize Dokdo as a marine tourism destination.

본 연구는 독도선회 관광 및 입도자 수의 증가로 독도에 대한 관심은 높아지고 있으나, 인구수에 비해 여전히 많은 시민들이 독도에 대한 인식과 체험이 부족한 실정에서 독도에 대한 실효적 지배를 강화하기 위한 방안으로 해양관광 목적지로서의 독도관광을 활성화하는 방안을 제시하였다. 이는 독도관광의 가치를 극대화하여 독도 수호 및 해양에 대한 인식전환의 첫걸음으로 활성화하는 계기로 만들 수 있다는 점에서 연구의 의의를 지니고 있다. 특히, 일본 시마네현(鳥根)에서 2005년 다케시마의 날을 발표하면서 독도에 대한 영유권 주장으로 우리 국민의 마음에 상처를 주었다는 점에서 독도 관광에 대한 관심을 직접적인 체험이라는 차원에서 접근성이 강화된 독도관광 활성화 방안을 제시한 것이다. 아울러 새로운 관광의 시대를 맞이하는 지금은 과거와는 전혀 다른 형태의 관광을 경험하고자 하는 관광객의 변화 욕구를 충족시키는데 독도관광과 같은 해양관광콘텐츠가 관광목적지로서 각광받고 있다는 점에 주목하였다. 그 결과, 독도를 특수목적 관광지로서의 가치를 극대화 하는 방안, 생태관광 등 대안관광 목적지로서의 가치를 극대화 하는 방안, 독도 영유권 강화 차원의 산업적 가치를 극대화 하는 방안을 제시하였다. 독도가 일본의 영유권 주장으로 외교 갈등을 겪으면서 대중들의 관심이 높아지고 이를 계기로 독도를 방문하는 관광객 수가 증가하고 있는 추세이기 때문에 독도관광 활성화 및 투자가 중요하다고 할 수 있다. 이는 독도를 새로운 시각으로 접근하려는 움직임이 관광학계에서도 나타나게 하는 시발점이 되기를 바라는 마음이다. 이를 위해 본 연구는 자료수집 방법으로 기존 선행연구들이 분석한 실증 결과와 독도 관련 각종 문서와 자료를 활용하였다. 특히, 관련 정책보고서, 통계자료, 정기간행물, 단행본, 신문기사 등을 참고하여 탐색적으로 고찰하였다. 자료 분석에 있어서는 독도 관련 자료수집과 분석을 동시에 행하였기 때문에 반복적인 과정을 거쳐 검토된 자료에서 공통적인 요소를 분류하여 독도관광에 관한 다소 추상적인 가치까지도 검토하였다. 자료를 분석하는 방법으로는 독도관광에 관한 주제적 분석(thematic analysis)을 통해 본 연구의 과제를 집중적으로 탐색하였고, 내용분석(content analysis)을 통해 독도관광을 분석하면서 선행연구의 결과를 유형화하여 서술하였다. 이는 향후 독도관광 활성화를 위한 해양관광정책의 기본적인 방향과 과제 해결에 기여할 시사점을 제공한다는 측면에서 본 연구는 우리나라 고유의 영토인 독도를 해양관광 목적지로서 활성화하기 위한 방안을 심도 있게 분석하는데 집중하였다.
