This paper studies the drivers who have been engaged in forward-looking denuclearization talks, breaking away from the existing discourse that emphasized that "nuclear weapons are not subject to negotiation as self-defense means to maintain the regime," including the motivation for continued development of "nuclear weapons" that North Korea considers a "preemptive legacy" and "nuclear security". For the sake of research, Scott D. Sagan"s model is applied to the Kim Il-sung, Kim Jong-il and Kim Jong-un administrations in a historical manner, focusing on the discourse announced during the nuclear tests, missile launches and denuclearization negotiations. In particular, if existing research focused on nuclear development drivers, this article focuses on not only the drivers of nuclear development but also the drivers of denuclearization. According to the research, the Kim Il Sung regime has a proper security model. The nuclear and missile development, which was initiated to ensure the security of the regime from the U.S. nuclear threat, was used by the Kim Jong-il regime as a means of self-defense against the U.S. nuclear threat, as well as a means of domestic politics to protect the regime under the slogan of Korean-style socialism and establish In his early years in power, the Kim Jong Un regime actively pushed for the upgrading of nuclear missiles for domestic political purposes, which seeks to justify its third-generation hereditary power succession through a stable establishment of the hereditary power system and security measures against the U.S. nuclear threat. It can be described as a normative model to secure the image of a strong nation in recognition of its status as a nuclear power, while utilizing nuclear weapons as a bargaining tool with the U.S. after the regime"s stability and completion of nuclear weapons in 2017. In conclusion, the determinants of nuclear weapons development and denuclearization in the North Korean regime can be seen as U.S. threats, the interests of the leaders of the ruling party, government and military elite, and as a military power, but they worked in a complex manner. But at its base, the fundamental purpose was to eliminate the U.S. threat from the perspective of a survival strategy of maintaining the regime and to ensure lasting security. Therefore, these findings can give policy implications in future denuclearization talks by diagnosing the North"s intentions from a security perspective, a domestic political perspective and an international norm.
