The purpose of this paper is to analyze the ‘Harmony between Japan and Korea’(內鮮融和) propaganda of the 1920s, by comparing it with the 1910s and the ‘Harmony between Japanese and Burakumin(部落民)’ propaganda of the 1920s. The basic structure of the ‘Harmony between Japan and Korea’ propaganda was that the Japanese and Korean should unite together for the sake of Japan’s development and peace in the East, as the Korean became members of the Japanese empire through the annexation. In the 1910s, the Japanese and Korean were imagined as brothers with gap in civilization, and only Korean were asked to self-reflect and develop. In comparison, in the 1920s, Japanese were asked to self-reflect and have sympathy to Korean in the wake of the March 1 Movement. This was because discrimination based on bloodline reached extreme conflict. The Japanese regarded both Burakumin and Korean as immigrants and objects of hatred, and the conflict intensified in the 1920s as they went through the Rice Riots, the March 1 Movement, and the Kanto-Great Earthquake. The ‘Harmony’ did not overcome racism or eliminate discrimination, but tried to cover up the confrontation by cracking down on the words and actions of ordinary Japanese and the hard-line response of the discriminated person. This is a common point of ‘Harmony.’ However, Burakmin, the Japanese, gradually tried to distinguish themselves from Korean by having full rights and obligations of the Japanese national, and Korean, the non-Japanese were more interested in the way to maintain their identity.
