This paper attempts to analyze the level of decline in the region in recent years, as many small and medium - sized cities suffer from unprecedented low fertility rates, rapid aging and population outflows to other regions. The target of analysis is 18 cities in Gangwon Province and it is 19 years from 2000 to 2018. For the purpose of grasping the declining level of each city in Gangwon province, the degrees of demographic, industrial‧economic, physical and environmental decline of cities in the province were analyzed through the indicators of previous researches. In order to analyze the decline level and pattern of regional decline in a more comprehensive and systematic way, the measurement criteria of shrinking city proposed by Wiechmann & Wolf (2013) and the regional extinction risk index of Sangho Lee (2016) were respectively utilized.
According to the analysis of the traditional decline method, Sokcho-si was selected as the most severe region of decline. And analysis by the selection criteria of the shrinking city, shows us that 13 regions including 4 cities and 9 counties had a yearly average population change rate of less than -0.15% respectively. Finally, analysis through the regional extinction risk index presents the findings that 11 regions are in the stage of entering extinction risk. This paper utilized a method to measure the extent of decline of the region by using both the traditional method of measuring local decline and the measurement index used in the shrinking theory or the local extinction theory which has been actively discussed and researched recently both at home and abroad so that the local decline level could be analyzed more comprehensively.
