The purpose of this study is to forecast the changes in North Korea currently attempting to focus on economic growth by the Kim Jong-un regime. As such, key economic policies and phenomenon including 7·1 economic management improvement measures, currency reform and marketization phenomenon, etc. are analyzed. It is aimed at searching the correlation between the introduction and stability of new policy lines through the changes in the roles and status of technocrats in the economic area since the commencement of the era of Kim Jong-il and launching of Kim Jong-un regime. In particular, possibilities of the economic recovery and changes in the system are diagnosed through application of the hybrid-type growth model that uses the combination of the advantages of systems that are different from each other as the growth engine to North Korea. Hybrid system of North Korea signifies evolution of the combination of ‘socialism’ and ‘market economy’ along with the ‘military’-centered elite structure into the system in which technocrats in each of the areas including economy leading the domains they are involved in and in charge of. Clues for explanation for the possibility of North Korean regime aiming to establish hybrid system would be whether the policy lines in the early stage of Kim Jong-un regime can deduce the desired performances instead of adopting the Chinese-style opening up and reformation of the country in earnest.
