This paper focuses on teachers’ cultural competency as the center of the execution of cultural education in foreign language education. In order to develop training programs to strengthen the cultural capacity of current and future teachers, it is necessary to observe the cultural factors in the teaching-learning environment and identify their characteristics. This paper looks at the measurable elements in foreign language education including ‘the culture of learners’, ‘the culture of the teacher’, ‘culture as educational content’, ‘culture as a teaching-learning context’, and ‘the basic elements of culture’. These five elements, the aspects of their interaction, and their influence were examined closely in the teaching-learning environment. This research is expected to contribute to foreign language education in two ways. (1) In education theory, the understanding of the aspect of culture in foreign language education can be broadened and more deeply understood. (2) In applied use, a direction for enhancing culture competency in teacher education can be set, benefiting existing education programs. In addition, this research can be utilized in the proper development and provision of specialized cultural training programs focusing on the teaching practice of in-service teachers.
