Despite government focus on expanding homeownership and continuous house building over the last four decades, rates of owner-occupation in South Korea remain relatively low at 55.6 percent. Most East Asian societies have experienced accelerated owner-occupied sector growth which has supported asset-based welfare practices. However, as Korean efforts to expand home purchase have been frustrated, households have not had the same opportunities to build up housing-wealth, which can offset limited public welfare spending, as in other productivist-welfare-states. This paper considers modern homeownership system development in Korea, identifying four main reasons for limited tenure growth. First is the underdevelopment of housing finance and mortgage provision. Second is the enforcement of restraints on housing property speculation through the regulation of loan-to-value and debt-to-income ratios. Third is the tax system, which has largely failed to support low and middle-income household home purchases, with tax benefits mostly enjoyed by top-end housing consumers and multiple-property-owners. Fourth is the success of the uniquely Korean Chonsei rental system. In comparative perspective, the South Korea housing policy approach can be described as a mass construction model, characterized by a huge overemphasis on the supply-side. In the last decade, this policy has contributed to the expansion of housing stock but has increasingly distorted distribution, increased speculation and polarized housing-wealth. This paper suggests that a demand-side policy reorientation is required to achieve sustainable homeownership growth. This involves revitalization of the housing mortgage system; improvement in distributive structures more equitable property tax relief for low-income households and a re-evaluation of government intervention.
