The purpose of this study is to investigate the decision factors of residential environments causing housing mobility intention based on the case study of Franklin County, Ohio, U.S.A., and to suggest the housing and urban management policies in Korea through the foreign case. The results of this study give three findings. First, residents much consider the physical condition of house rather than service, proximity, and cost. Second, property values have a great impact on the residential moving intention, indicating that higher satisfaction for property values decrease the housing mobility intention. Third, the mobility intention is more associated with physical environments than social environments. Based on the results, this study suggests housing and urban management policy direction for Korea as follows: First, local governments should more concentrate on the urban design strategy. Second, it is important the government's role to prevent public and semi-public area dilapidation. Third, the governments should give stricter responsibility to residents for cleaning the private area, in a way of legislating code enforcement law. Fourth, neighborhood watch program collaborating with community based citizen association is very important not only clean community but also safe community. Overall, this study shows the role of residential environments in the neighborhood and community cycle. They also inform the directions of limiting neighborhood decline and alleviating and mitigating neighborhood and community cycles, specifically during periods of neighborhood decline.
