The environmental impact assessment(EIA) system has been perceived as a key element to take precautionary measures. The EIA can be undertaken for projects such as a railroad, dam, motorway programmes and policies. The national policy enterprises is deeply related to social conflict, so railroad EIA must be taken into consideration in this project process. This paper reviews the railroad EIA related to the Seoul-Chunchon double track electric railroad enterprise. The residents who live near a railroad demanded that the National Railroad Administration should change railroad track. One of the major purposes of an EIA collects the opinion of the local residents. A presentation or public hearing must be held after an EIA draft public notice has been completed. The railroad EIA is a very important item which is forecasting about railroad noise and shock. Many neighboring residents who live around railroad emitting environment pollutants are infringed seriously. The plan of a new railroad construction project must take environment into consideration. The EIA has been criticized by becoming a means to validate project activities. The Strategic Environmental Assessment(SEA) and a screening system must be introduced. A man of today is also demanding the beautiful scene visually.
