The Ministry of Environment was advance notice of proposed rulemaking at the Integrated Act on sewage and the disposal of sewage, excreta in February 26. 2005. Despite the sewage and the disposal of sewage are same material, the management system is consist of the Sewerage Act and Act on the Disposal of Sewage, Excreta and Livestock Wastewater. So, The related facilities become duplicate foundation and the connection system is dissatisfied with each other. Therefore the Integrated Act will fundamentally reform the inefficiency and it will be exempted an individual from foundation duty of sewage disposal equipment in the sewage dealing zone. Also it will be abolished polluter pays principle in sewerage system. In consequence, People are solved inconvenience about the individual sewerage system. The contents of the Integrated Act on sewage and the disposal of sewage, excreta is the next. First, A term unity of sewage and the disposal of sewage and classification system simplification of the sewerage. Second, Unification and Abolition of a category of business related to the excreta Third, The extension of management scope of the public sewerage system in Local Government. The fourth, New establishment of the national sewerage system complex planning and Reinforcement on basic planning for sewerage system maintenance, etc. But before everything else, the government don't try to transfer the blame (on)to people and must take precedence over law justice, balance.
