As Paperless Trading Individual Action Plan of APEC is to take into account diverse legal and regulatory frameworks in the region, APEC member economies should endeavor to reduce or eliminate the requirement for paper documents needed for customs and other cross-border trade administration and other documents and messages relevant to international sea, air and land transport, where possible, by 2005 for developed and 2010 for developing economies, as soon as possible thereafter. To accomplish the objective of paperless trading environment, Taiwanese government is confronted with a lot of problems waiting for best solution. The aim of this paper is to explore issues of current trading formality, introduction of paperless trading policy, and figure out alternative and suggestion to resolve exiting issues.
