In this paper emphasis will be placed on a search for the motives which induce the law-makers to offer enterprises with social objectives, e.g. Social Cooperatives and their legal frameworks adjusted to their needs, i.e enhancing the effects of socio-economic integration and to find out, how such development can be brought about. This presentation will be restricted to three countries; i.e. Italy, Canada and France. The investigation will be conducted in three steps: ① Comparative analyzing of the provisions for Social Cooperatives included in the cooperative legislations of Italy, Canada and France, ② Identifying the problems of the Framework Act on Cooperatives in Korea from the perspective of the foreign legislations for social cooperatives, ③ Setting the criteria to obtain an appropriate legal framework adjusted to the needs of social cooperatives. This approach shows that law-makers can support the development of Social Cooperatives by providing a tailor-made legal framework, but also by removing administrative obstacles and by offering incentives. What is most important is a convincing and consistent concept. In order to convince law-makers of the need to have an appropriate legal framework for Social Cooperatives, it is not sufficient to present a concept (conceived model), but it is necessary to work and live according to this concept (applied model). These activities are illustrated by the slogan of French Council of Enterprises and Groupings of Social Economy (CEGES): “Better known, more recognized, more effective”.
