Growing hopes are put on a new idea of promoting 'Urban Agriculture Cluster' as an alternative that is believed to increase amenity in the downtown areas of cities and preserve eco-community in the urban areas.This creation of new innovative paradigm is based on a resource recycling system that recycles used materials found in the urban areas. The planned urban agriculturer has its counterparts in foreign countries: Kleingarten in Germany, Allotment Garden in U.K. and Community Garden in the United States. The most successful case of urban agriculture of late years can also be found in Habana, Cuba. Active participation in the planned urban agriculture cluster development projects by citizens can help obtain the desired results of helping people appreciate the benefits of organic farming products and encourage effectively consumers to do shopping activities in terms of environmental-friendly agriculture. In order to reap the desired results of the projects, the organization of urban agriculture network needs to be an autonomous one and the promoters of the projects should be residents, local government, agricultural cooperative and consumer's cooperative.Urban agriculture that is expected to generate external economic efficiency five times as large as economic efficiency. Therefore, needs to be an evidence analysis about urban agriculture model
