This study is to research the response of stakeholder to the trade liberalization of agriculture products expressly 1970-1980s such as orange, beef, rice which take a sizable share of farmhouse income in Japan. Many Japanese conservatives, particularly farmers, LDP Diet members, bureaucrats and businessmen have viewed the economic performance of agriculture in terms of its political significance, agreed to allocate resources around to inefficient agricultural politics. But as economic growth began to wane form the mid-1970s, agricultural protectionism symbolized by support prices increases for food grains sharply decelerated. Since 1976 the producers' real rice price(seisansha beika) have fallen every year; during 1984-1986 it failed to rise in nominal terms, and in 1987 it was cut by 6 precent. Retrenchment in agricultural support program has come slowly but surely as the iron triangle of conservatives falling in with agricultural protection collapse. The rice imports emerged as a serious policy question, following economic organizations’(Keidanren, Keizai Doyukai and so on) the declaration of support for agricultural import liberalization
