The purpose of this study is to present the problem and to improve the process of estimating the development gain of the structural enhancement project of industrial complexes. The current system is adopted as a development gain reinvestment by means of returning development gain. The two step procedures of estimating development gain as well as the profit of development between selling price and construction cost of the building are not obvious yet. This attempt is made to investigate problems aroused by five case studies. As a result, similar problems are proved. It is very difficult to exclude arbitrariness related to estimating profits from the sale of the building and total project costs by deducting the rise of land price due to land-use conversion. To reinforce the objectiveness in calculating development gain, the current procedure of estimation should be remedied. It is possible to simplify the current procedure by calculating development gain on the basis of one-time estimation of land profit only. It is expected to reduce the cost borne by developer and to resolve the ambiguity of calculating development gain.
