Critical review of leadership theories reveals that transactional leadership as well as transformational leadership has positive impact on organizational performance. Transformational leadership has been examined in terms of its impacts and the process. But transactional leadership has not explored enough. This study examines the impact and process of transformational leadership and transactional leadership with casino dealers. Empowerment and justice are considered as mediating variables. Empirical research shows the transformational leadership has positive impact on organizational commitment. And transactional leadership has positive impact on organizational commitment, too. The relationship is mediated by empowerment and justice fully or partially. More studies on transactional leadership which has been ignored are suggested because it increases organizational performance in many ways.
