Human stretch their boundary of life over cyberspace since the spread of the computer and internet. Electronic commerce consists of the buying and selling of products or services over electronic systems such as the internet and other computer networks. It is more convenience than off-line transactions and make 24 hour global transaction possible. The amount of electronic trade has grown extraordinarily and rapidly. Many counties are researching the information technology for improving electronic commerce and preparing to draft their own regulation. International organizations such as OECD and UNCITRAL also adopting the Conventions aims to enhance legal certainty and commercial predictability about international electronic transactions. In Korea, since the Electronic Transaction Act was established on February 1999, many regulations such as the Electronic Financial Transactions Act, the Electronic Signature Act passed National Assembly. In this paper, I examine the legislative tendency of electronic commerce in international organizations, foreign countries and Korea. And I suggest that legal certainty and harmonization of domestic laws and international conventions are needed for more convenient and more safe electronic transactions.
