There are many problems in community public health. Major problems can be summarized as follows; (1) the weakness of community public health such as maldistribution of medical facility and low availibility of local public health (2) the role conflict of health center and the heated controversy of appoinment and role of community health workers (3) the problematic management of local government hospital (4) the work delegation of community health practitioner.It is necessitated to set the legal system of community public health in good working order with the balanced development in community for overcoming above-mentioned problems. Also the positiveness of central government and community health workers in community public health is demanded. Doctors must leave the slight medical act in community by Nongtuckbub(Special Act For Agriculture and Fishery Public Health) to community health practitioner. And it is necessitated the community public health administration system for overcoming the dual public health administration system and the weak connection between central and local public health administration.
