King So-Ji pushed ahead with firm Silla-Bakjae alliance and made foreign stability and after then entered domestic system organization. He accorded a militant politics to different persons and divided power of national defense. It was a policy which made efficiency and stability of national management and, of course, fortified royal authority. Through installation of Shrine, he built up ancestral rites of Kim’s and tried to make firm position foundation and royal authority. And also he connected Buddhism which related with the theory of the Divine Right of Kings. Through monk King So-Ji accepted developed thinking and culture of Koguryo and made friendly atmosphere toward Koguryo. However, Sagumgap Incident was made by the aristocratic who had worried about the loss of state management rights and resulted in King assassination incident. King So-Ji refused to accept Buddhism, which had been pushed for by both Kim royal families and himself, seeking for pro-Bakjae diplomatic policy. Meanwhile, King So-Ji got interested in both enlarging his power by reorganizing the government and ruling regions. The change of region-ruling system of Silla was made by the innovation of government after driving out Koguryo. However, building of Wuyok(a station where horses were changed) and repair of roads speeded up the change of region-ruling system radically. In these circumstances, King So-Ji took advantage of local influences to dominate government and strengthen the authority of king. However, dominate provinces by chek and opposition reached to the end, and this aftermath infiuenced the center ruling powers. It seems that the complaint of ruling classes was a strong opposition not only to the policy that Kim royal families but also to region-ruling system. The result of King So-Ji’s failure in regional ruling had an effect on central ruling class and ended up in King’s fall from power. Jidoro-galmunwang could seize the power by solving the complaints of central and regional ruling classes that were against the policy of King So-Ji. Nevertheless, the period of King So-Ji is important because his seizure of power was a foundation that could make Silla take off again, although he was dishonorably resigned from the power. It can be said that the developement of King Ji-zung’ period was caused by the foothold that King So-Ji made during the period of his seizure of power.
