Keru tribe was a combined force of Puyo descent immigrants and some of natives of Koguryo. Among them, the existence of Modungok group is noted in this article. With Puyo descent immigrants and Jolbon puyo group, Modungok group comprised Keru tribe and then came to hold regal power by producing King Taejo. It is thought that King Yuri's Movement of a Capital had a strong influence on the formation of Keru tribe. And Jian, the new capital, is supposed to be a territory of Keru tribe. The origin of Bilyu tribe can be traced to Bilyu chiefdom that had acted as the leader of a union of Koguryo tribes in the pre-joomong age. In short, at first there was a loose union of the plural na group that had been probably primitive country. It turned to na-bu through superimposed reforms led by regal power. This process is just applied to explain the organization and the formation of other tribes, as well as Bilyu tribe. Yeonna tribe once referred to as tribe of queen was one of the most powerful tribes. It can be said that the group organizing Yeonna tribe was principally natives of jian territory and puyo descents. And This shows that the background of the formation was intimately related to the Movement of a Capital to jian in king Yuri age.
