The Constituent National Assembly enacted the Law on Punishment of Anti－Nation Activities(LPAA) and established the Special Investigation Committee of Anti－national Activities(SICA) to commemorate the deceased patriots, and to establish the national spirit and the legitimacy of the government. the Jeollabuk－do Branch of the Special Investigation Committee of Anti－national Activities(JSIC) began its activity swiftly. It arrested the pro－Japanese faster than any other sections nationwide, and the most pro－Japanese until the attack on SICA in June. Greatly working were the active support from the locals, the press and the political powers, and the cooperation of police in purging the pro－Japanese police.
Though JSIC had still arrested the most pro－Japanese until the beginning of July, the number rapidly decreased. After that, the LPAA was revised, and it concentrated on investigating secretly the main pro－Japanese in region before summoning and investigating the persons concerned rather than arresting them. JSIC at this time was not different from other branch, as it worked according to the guidelines of SICA different from the early stage when it worked by establishing its own plan.
JSIC obtained the best results next to the Gyeongsangnam－do branch in treating and arresting the pro－Japanese. This result leads to evaluation that JSIC apparently worked very active compared to other branch. However, it might be more significant to be able to identify, through the activity of JSIC, the change of activity of SICA that appeared around the attack on the Committee when the obstruction by the Lee, Seung－Man government and the pro－Japanese reached its height.
