Field survey worked out by government scholars during the period of Japanese occupation have been revealed and valuated obviously in these times. However, achievements of regional preservation societies for historical spot didn’t gain proper evaluation in the meantime. There should be intensive studies about amateur archaeologists that were in regional field survey to understand nature of ‘Jo-seon historical spot field survey project’. Within the framework of this understanding, this paper intends to follow achievement of a specific person, Moroga-Hideo who operated Gyeong-ju historical spot preservation society in the early days practically and to reveal the nature of their works. He had collected lots of relics of Gyeong-ju. This gave him a path to interacts with government scholars and this interaction with government vested justifiability in him to get cultural properties. Gyeong-ju local community and people of Jo-seon were excluded in a series of process that was related to cultural properties, operated by involved japanese. The value of native vision, about Silla and Jo-seon, was totally disregarded in those process. Participation of Moroga about cultural properties of Gyeong-ju had been continued to improper activities such as instigation of grave robbery, dealing of relics as stolen properties. Finally, he was arrested and tried for those illegal works. Achievements of Gyeong-ju historical spot preservation society during the period of japanese occupation should not appreciated undoubtedly as nongovernmental preservation of historical spot project anymore.
