The article is researched on a gender aspect as a factor of family policy in modern Russian society. In Russia institutes of gender equality weak. It is necessary to develope the balance of work and family life as a way to strength an efficiency of modern family policy in Russia. The components of such balance are social supporting of child care, timing of employment, development of the institute of fatherhood and parenthood. The article researches the European and Russian theories of social care and the analysis of contemporary welfare states, related with gender problem. The important method of the article is to interview of the distinguished gender researchers in Russia. Recently the gender culture and relation are showing tendency as the neo-traditionalism and pluralism in Russia. Researchers have criticized this modern gender arrangement or policy because it was based on a soviet public patriarchy norm yet. Men and women share paid work and unpaid care work equally and the government must be tried to construct arrangement for them. Researchers agreed that gender equality of the family policy as the model of the dual earner/dual carer is necessary for development economic and society modernization.
