Through the Judicial Examination System Japan has trained a troop of elites among Legal Professionals, and at the same time to culture Legal Professionals through the nationwide of the country’s judicial training system, which makes great contributions to the formation of a common language among Legal Professionals as well as the formation of the common sense. As a result, the process of modernization of the legal system in Japan has been accelerated by those Legal Professionals with common background knowledge and common sense of community. Meanwhile, under the elite justice mode, the judicial education system has reinforced the modern legal system by enlightening the elites. However, with the arrival of a new era, the traditional elite justice model cannot meet the needs of the society. In order to expand the amount of Legal Professionals, the college legal education which has never been directly related to the judicial practice will play an important role of culturing professionals. The needs of the qualified 21st century Legal Professionals give the Japanese college legal education a new historical mission, the establishment of Law Schools and reform of the Judicial Examination System in Japan has brought major changes to the native judicial practice and legal education.
