Since the country’s independence in 1991, Ukraine’s foreign policy course has fluctuated greatly and covered a wide spectrum concerning its relations with Russia and Western countries over the past two decades, as necessitated by changes in its internal and external environment. Among the factors that have caused such fluctuations in the country’s foreign policy are the political power struggle, the rulers' desire to exert their private power, disunity over the desirable direction of the country’s development, the country’s desire to be incorporated into the Western political and economic system, Western distrust of the country's inconsistent diplomatic policy, and Russia's attempt to tame Ukraine, etc. This paper focuses on the following structural factors that have had an important and steady influence on the establishment of Ukraine's foreign policy: 1) Russia's geopolitical pressure, 2) the USA’s efforts to engage Ukraine in the name of NATO, 3) the EU’s calculated posture of aloofness towards Ukraine, and 4) East-West separation and regionalism. It appears that these factors interact with each other and form complex dynamics in the formulation of the country/s foreign policy.
