Victor Hugo was opposed to the theory of art for art‘s sake. He argued that artists must be engaged in reality, because art has a political and social mission. This view accounts for the justification of the idea of art participation or art for progress in his works. So the theme of the oppressed is omnipresent in his work. The basis of all the literature of Hugo is associated with various struggles against dictators and oppressors. Hugo longed for the ideal of humanitarian cosmopolitanism and a Cosmopolitan Republic based on the rights of nationalities. The affirmation of the rights of nations is, for him, a sine qua non for the advent of this republic from the elimination of all wars and all the oppressions. First, he proposed establishing the United States of Europe. For him, the establishment of the United States of Europe was the first step towards achieving this Cosmopolitan Republic. Then he proposed an alliance between the United States of Europe and the United States of America. Moreover, Hugo hoped for humanitarian universalism based on respect for individual freedom and the rights of nationalities. Faced with the challenges of globalization in the world today, the cosmopolitanism of Hugo as a representation of peaceful coexistence of humanity has great significance.
