This article aims to establish the characteristic of student movement which has spread out in the first half of 1980’s that the transition period of Yusin regime and 1987 regime. In the first half of 1980’s, under oppression from ‘new military’, students couldn’t help constructing the movement system centrally ‘Under-Circle’ which was similar with the way in the period of ‘emergency management No.9’. However, the system of ‘Under-Circle’ in 1980’s was qualitatively different from the way of 1970’s movement in respect of developing to a national organization with stable managing a closed door university federation. Managing university federation became the starting point to form a national student movement organization. Meanwhile, during the first half of 1980’s, the movement experience expanded to whole country mingling with various personal connections and coincidental events. Futhermore, the culture of student movement was changing to share with common students. The first half of 1980’s was the period which conditions for raising national resistance like ‘June Democratic Struggle’ had been arranged. The experience of ‘5.18 Gwangju uprising’ and continuation of oppression from ‘new military’ encouraged student movement to reinforce public activities as well as forming a radical organization. As a result, disband of ‘Under-Circle’ gave rise to more strengthen illegality organization not to disband the way of illegal movement. Although student movement had built up student federation activities, it was developed toward to be influenced from illegal transforming organization in society. The period that student movement leads social movement ended.
