The purpose of the study is to analyze impacts of ICTs in ubiquitous era on civil movements in Asia, especially Korea, and the features and dynamics. Is a civil movement in the information and communication network society bringing some changes in politics and market mechanisms? If there are any, what does this mean as a civil participation in information society? And the qualitative research methodology is used to analyze the cases by taking cognitive and historical approaches. From the result of the study, the Internet civic movements are the mechanism that enables lower transaction cost, quickness, method of establishing agenda, activity of participation and e-governance cooperation of a government, markets and citizens.
