The queuing effect of soft handoff call requests on the reverse link of DS-CDMA cellular systems is invaestigated. Interference power from a user requiring soft handoff can significantly affects system performance if the user's handoff request is blocked and is unconditionally queued becaused the interference cannot be controlled by new base station. A mesurement-based admission control scheme is proposed for soft handoff call requests in a DS-CDMA cellular system to guarantee a higher quality of service (QoS) for soft handoff call requests, and also to minimize the interference power from users queued for soft handoff. Performance of the proposed scheme is compared with a conventional queuing priority scheme (QPS) using a Markovian model. Numerical results show that the QPS scheme performs depending upon radio channel charactiristics while the performance of proposed scheme is less dependent on them. The proposed scheme yields better than the conventional QPS scheme in a varying radio environment.
