This paper seeks to address the following question why the Brazilian black movement lacks initiative or activeness in the aspect of discrimination. To answer this question, the first thing that needs to be said is that the African blacks possess very obedient properties which come from primitive beliefs. The second is that the African blacks lost their black identity in the course of miscegenation, through which wide scale skin color spectrum was produced. Losing or denying the identity as blacks, they take an conformist attitude toward racial discrimination related to the blacks. The another thing is the dominance by consent. As the Brazilian culture is mainly based on the African culture, the blacks descendents from old African slaves believe themselves as the main but not the margin.
