In this paper, I examine whether stringent environmental standards increase the international competitiveness of environmental sensitive industries using UN Comtrade dataset of trade flows of environmental sensitive goods aggregated at the four-digit of SITC(Rev. 3), by performing analysis of countries' export specialization patterns, and constant market share analysis. The data relates 1995-2008 and covers 61 countries, accounting for nearly 87.53% of world exports of the world exports of environmental sensitive goods in 2008. It is thus to be expected that this analysis will provide a full picture of the changing performance of environmental sensitive goods over time. The main finding is that the export specialization pattern of environmental sensitive goods for most countries remained unchanged between 1995 and 2008 despite the increase of environmental regulations in most countries. It indicates that both porter hypothesis and pollution haven hypothesis, in general, are not supported by the data in the period time, which suggests that the claim that higher environmental standards reduce or increase the international competitiveness of environmental sensitive goods cannot be justified at least in terms of the available data.
