The purpose of this study is to examine the competitiveness of the Korean horse industryusing ser-M/SWOT matrix. A ser-M/SWOT matrix is a structured planning method used toevaluate the subjects, environment, resources, and mechanism involved in a project or in anindustry. The horse industry currently is of great economic importance to countries like theUnited States, United Kingdom, Australia and Japan as it generates huge amounts of revenue.
In this context, this study provided practical plans to promote the competitiveness of theKorean horse industry. Results of the study show that several recommendations based on thestrategies identified in the ser-M/SWOT matrix are offered. The Korean government needs todo the following: revise the horse industry promotion act, cultivate professional manpowerthrough the horse value chain, maintain a consistency of horse industry development policies,foster a green and high value-added industry, remove a regulation for the sixthindustry("1×2×3") of the horse industry, preclude duplicate work between governmentdepartments which implement horse industry policies and manage the risk through a varietyof revenue models.
