The purpose of this study is to analyze the effects of local residents' Respiratory disease payments focused on Busan port, Pollutant emissions, Concentration of pollutant emissions, ship's quantity & weight(Instead of Frequency of ships' using), Respiratory Frequency of illness. Focused on Busan port region and Using the data from 2006 to 2009, the elasticity of the explanatory variables are estimated. Applying the basic theoretical framework developed by Lave and Seskin(1970) and Cho & Yuh(2008), the results of the analysis reveals that Fuel tax by shipping appears to be positive effects on port area's residents' health. The results of the empirical analysis show that the most harmful pollutants are CO. The relationship between the dependant variable and the major explanatory variables are consistent with the hypothesis and statistically significant. Fuel Tax variables that positively impact public health are motor fuel tax, education tax, value added tax, transportation tax, selective excise tax in order.
