This study examined a compilation of Popkong Chon, a part of 『Haedong Kosung Chon』. 『Samguksaki』, 『Gyerim Japchon』 quoted in 『Samguksaki』, 『Sui Chon』, Hyang Chon quoted in 『Samgukyusa』, and 「Adobi」 were referenced and quoted in the compilation of Popkong Chon. In addition, it was considered that content of the book 「Adobi」 was contained in 『Sui Chon』 and Hyang Chon. Soon after King Pophung came to the throne, a debate was conducted for the first time over whether the government should encourage the worship of Buddhism. Lots of ministers opposed aggressive government support for Buddhism on the grounds that the people were suffering from bad harvest and war. In the 16th year of King Pophung's reign, the second debate was held. Ministers opposed again on the grounds that the teachings of Buddhism were awkward. Popkong Chon argued that Buddhism was superior to other traditional religions, emphasizing the benefits of Buddhism. In addition, the attempt to spread Buddhism through the combined efforts of King Pophung and Yomchok well showed the harmonious relationship between the king and his ministers. In order to explain this, Gak Hun cited parts that described the harmonious relationship between a king and his ministers from 『Seokyeong』 and other ancient books. The reason why Gak Hun emphasized the harmonious relationship between a king and his ministers was because he wanted to show the good things of Buddhism and a desirable Buddhist nation. In addition, it was considered that the reason he quoted the contents of ancient books was because he wanted to prove what Buddhism pursued was not different from what Confucianism sought.
