This paper analyzed what factors have effects to participate in job training by using raw data of KLIPS, and then examined its effects on employment. The analytical results through a panel random effect model showed 1) no difference in the probability of participation in training between male and female, 2) the higher probability for younger, more educated and work experience groups, and 3) the lower probability for those who were in school, had spouses or children under age 6, and financial income. Marital status, spouses or children under age 6 and financial income did not affect male's decision on participating in training, however those factors affected significantly female's decision. By a probit model estimation, job training was found to increase the probability to get a job, and this effect was more prominent in women than in men. However, the training had no significant effect on the full-time employment probability. Probability of being hired at large companies has increased only for male. Finally, a Heckman-type 2-stage model estimation showed that training had no effect on wages and, even for female, negative effect. As a conclusion, we suggested that customized training for the vulnerable groups, such as non-regular, less educated workers etc., is needed. Also women-friendly training programs are needed. Finally, we drew the implications and suggested the challenges for the HRD strategy.
