The purpose of this study is to provide a new policy plot for human resource development directions and tasks for the 4th Industrial Revolution by utilizing a delphi method. Since last January in 2016 when the 4th industrial revolution was first discussed at the Davos Forum, the 4th industrial revolution has overtly emerged as a critical global issue. However, it is unclear if the 4th industrial revolution would bring to a positive or negative outcome, or it has already come or not. The unclear definitions, outcomes, and boundaries of the 4th industrial revolution may require more thorough preparations at the national level, including establishing new manpower training systems, HRD strategies, restructuring educational system, and sharing a vision for the upcoming future. With the perceived problem, this study investigated a delphi study on human resource development policy directions and tasks for the 4th industrial revolution. As a result of the analysis, 7 policy directions and 106 policy tasks were drawn. Among several tasks, the investment in nurturing young talents in higher education and manpower utilization toward employed workers through re-education programs suited for the era of 4th industrial revolution, were presented as the top priorities. Although the study has a limitation in that it is discussed based on the limited existing literature in the early stage of the 4th industrial revolution. it is very meaningful to provide a guideline of HRD policy directions and tasks for preparing for the upcoming new industrial revolution.
