The purpose of this study is to provide a new policy plot for human resource development directions and tasks for the 4th Industrial Revolution by utilizing a delphi method. Since last January in 2016 when the 4th industrial revolution was first discussed at the Davos Forum, the 4th industrial revolution has overtly emerged as a critical global issue. However, it is unclear if the 4th industrial revolution would bring to a positive or negative outcome, or it has already come or not. The unclear definitions, outcomes, and boundaries of the 4th industrial revolution may require more thorough preparations at the national level, including establishing new manpower training systems, HRD strategies, restructuring educational system, and sharing a vision for the upcoming future. With the perceived problem, this study investigated a delphi study on human resource development policy directions and tasks for the 4th industrial revolution. As a result of the analysis, 7 policy directions and 106 policy tasks were drawn. Among several tasks, the investment in nurturing young talents in higher education and manpower utilization toward employed workers through re-education programs suited for the era of 4th industrial revolution, were presented as the top priorities. Although the study has a limitation in that it is discussed based on the limited existing literature in the early stage of the 4th industrial revolution. it is very meaningful to provide a guideline of HRD policy directions and tasks for preparing for the upcoming new industrial revolution.

본 연구의 목적은 향후 4차 산업혁명 시대를 대응하는 인적자원개발 정책방향 및 정책과제를 탐색하고 관련 세부과제들을 도출하는 것이다. 본 연구의 연구문제는 다음과 같다. 1) 4차 산업혁명 시대를 대응하는 인적자원개발 방향은 무엇인가? 2) 4차 산업혁명 시대를 대응하는 인적자원개발 세부 과제는 무엇인가? 연구수행을 위해 4차 산업혁명에 대한 논의가 시작된 2016년 1월 이후부터 2017년 5월까지 수행된 4차 산업혁명 관련 인적자원개발 및 교육 정책에 관한 문헌들을 분석하였다. 문헌분석을 통해 작성된 설문지(인적자원개발 정책방향 7개, 세부 정책과제 106개)를 활용하여 관련 전문가 21명을 대상으로 델파이 조사를 실시했다. 분석결과, 내용타당도와 허쉬코비츠 임계함수 HH분면에 위치한 항목 모두를 충족하는 최우선 정책방향은 ‘시대요구에 부응하는 인재양성’이었다. 최우선 정책과제는 46개가 도출 되었는데 그 중 가장 중요하고 긴급한 정책은 ‘신산업의 수요에 맞는 교육시스템을 구축하여 교육내용과 교과를 개편하고 산학협력을 통한 인력양성’과 ‘기존 일자리에서 새로운 일자리로 전환 등 경력개발과 관리에 초점을 두는 교육서비스의 체계 마련’이었다. 이는 미래 대비 고등교육 인재양성과 근로자들의 재교육을 통한 인력 활용이 4차 산업혁명 대응 인적자원개발 정책의 가장 중요한 과제임을 의미한다. 본 연구는 4차 산업혁명 연구 초기 단계에서 한정되어 있는 자료와 논의를 바탕으로 인적자원개발정책 방향 및 과제를 제시하고 있다는 점에서 한계점이 있다. 하지만 4차 산업혁명 시대의 인적자원개발 정책에 대한 가이드라인을 제공한다는 측면에서 가장 큰 의의가 있다.
