The bird watching activity is effective in improving the attitudes and perceptions about the environment. However, birdwatching at a remote area that is not suitable for elementary school students. Therefore, there is a need to study the development and application of the local-based birdwatching activities for elementary school students. In this study, we developed and applied to wintering waterfowl birdwatching program in Chuncheon near the school. First, we researched the kinds of waterfowl live in the area and developed birdwatching program based on the data. And applied to a sixth grade students. As a result, attitudes to the environment of students has changed positively. In addition, environmental awareness and values has changed to positive .
