As the capital of the Republic of Korea for 600 years, Seoul experienced colonial rule period of Japan, independence of the Republic of Korea, war, and economic growth. In the midst of the history, many cultural heritages were lost or not preserved. Among them,Seoul fortress was a capital castle in Chosun dynasty constructed after Taejo Lee Seong-gye,the founder of Chosun moved to Hanyang. But as unique characteristics and value of Chosun dynasty with 600 years history were found lately, ‘Middle and long term basic plan for synthetic arrangement of Seoul fortress’ by Seoul city was announced in 2007 and restoration plan of Seoul fortress each stage was actively made. Seoul fortress was originally constructed to protect the nation and its people from risk factors like invasion from other countries. This can be known from historical records that when Taejo Lee Seong-gye constructed Seoul fortress, he said ‘Eopobomin(御暴保民)’(Annals of King T’aejo, the third year of Taejo reign), that is, fortress to protect national people. But modern Seoul fortress had been simply a cultural heritage neglected by people until recently. Though Seoul fortress is a valuable historic culture heritage which has come along with the capital Seoul so long, its value had not been rightly recognized. Seoul fortress is an only heritage of capital castle with 600 years history - this period is the longest in the world. Furthermore, the history is based on humanism and the fortress was layer of protection to guard both dynasty and national people. This study investigated value of preservation for Seoul fortress cultural heritage, which is important for the fortress to be positioned as world cultural heritage considering cultural enjoyment for not only current generation but also future generation and world people,going beyond simple restoration. Based on this, the study specifically explored the need and necessity for restoration project of Seoul fortress, in addition, intends to be a base for implementing policy of restoring other historic culture heritage in the future.
