최근 전세계적으로 지구온난화와 기후변화에 따른 재난발생의 특징은 천문학적인 대규모 피해, 다양한 형태의 재난, 그리고 시간과 장소의 불확실성이다. 우리나라도 다양한 재난에 대한 대비가 부족하여 해마다 인명, 재산상의 피해가 커지고 있다. 또한 예전의 가뭄, 홍수, 한해 등의 자연재난에서 폭염, 폭설, 강풍, 해수면 상승 등 다양한 재난으로 변화하는 양상으로 전국가적 대응이 필요한 시점이다. 국가는 재난이 발생하기 이전에는 재난발생의 가능성을 줄이고 그 정도를 완화시키는 모든 조치를 취하여야 하며, 재난이 발생한 이후에는 신속하게 대응하여 재난으로부터 오는 피해를 최소화시키도록 노력하여야 한다. 또한 위기상황이 지난 후에는 국민들이 정상적인 생활을 할 수 있도록 빠른 시일 안에 이를 복구하여야 한다. 재난과 테러 등과 같은 비상사태는 국가의 종합적이고 장기적이며, 관련된 많은 기관들이 참여하여 면밀한 계획이 필수적이다. 이 중에서도 최근의 재난이나, 테러, 각종 비상사태 등 위기상황은 국민의 가장 가까운 곳에 위치하여 국민의 생명과 재산을 지키는 경찰의 역할이 중요하다. 경찰은 국가권위의 상징이며, 법집행의 힘과 수단, 고도로 훈련되고 교육을 받은 우수한 인력을 보유하고 있다. 또한 각종 위기상황이 발생했을 때, 가장 먼저 현장에 도착(always first to reach the site of disaster)한다. 경찰이 재난 및 위기관리에서 장점을 갖는 점으로 최상의 커뮤니케이션 시스템, 모든 지역을 포괄하는 행정력, 그 지역의 특징을 가장 잘 아는 기관이며, 직업특성상 시민들의 민감함과 애로사항에 대한 이해심 등이 있다. 최근 경찰의 치안서비스는 각종 위해와 범죄로부터 국민의 생명과 재산을 보호하며, 국민에게 봉사와 안전한 서비스를 제공하는 공공 서비스로 이해되고 있으며, 특히 현대의 경찰은 단순히 법을 집행하는 데 그치지 않고, 국민의 생명과 재산을 적극적으로 보호하는 서비스의 역할이 더욱 강조되고 있다. 이러한 맥락에서 각종 위기상황에서 국민의 생명과 재산을 적극적으로 보호하면서 위기관리 활동을 수행하고 있는 미국의 사례를 분석하였다. 미국에서 경찰은 다양한 역할을 수행한다. 최근에 경찰활동에 대한 연구들을 보면, 대부분의 경찰업무가 비범죄적 업무(noncriminal activity)인 것으로 나타났다. 경찰기능의 80-90%가 가정불화, 교통사고, 실종자 수색, 교통안내 그리고 재난 및 위기관리업무이다. 즉 최근 미국경찰은 범죄와의 투사라기 보다는 국민에게 안전서비스를 제공하는 광범위한 문제해결자에 가깝다고 할 수 있다. 또한, 미국 경찰은 위기상황에서 주어진 임무를 달성하기 위해서 위기종합계획을 기획하여 운용하고 있다. 성공적인 재난대응계획은 단순성과 융통성이 중요한데, 여기에는 유관기관 및 다른 지역사회와의 상호응원계획(mutual aid agreement)이 포함되어 있다. 이러한 계획은 혹시라도 있을 갈등과 중복을 제거할 수 있다. 이러한 상호응원계획은 미국 전역에 적용되며, 어떤 것은 비공식적인 것도 있지만 대부분은 공식적인 계약을 통해 이루어진다. 2001년 9. 11 이후에 미국경찰은 테러리즘이라는 새로운 개념에 대한 책임을 맡게 되었다. FBI는 미국내 모든 지방경찰 기관에 특별기동대(task force)를 설치했고, 이 연합특별기동대가 테러리즘을 수사하고, 미국 내에서 발생할 수 있는 테러리즘을 예방하는 역할을 수행한다. 경찰의 역할은 시대변화와 국가의 치안환경에 따라 변화한다. 이런 관점에서 보면, 현재 우리 나라의 안전환경에 상응하는 경찰활동이 필요하다.

There are many people involved in the activities associated with a disaster - administrators, medical and nursing staff, lawyers, physicists, volunteers - which means that aan organised multi-disciplinary approach to the problems is required. So, disasters often bring together key stakeholders with little or no prior contact(i. e. international NGOs and local communities). Relationships must be built or established in short time frames due to the urgency of the response required. In modern democratic societies the police bear the primary responsibility for ensuring public safety because law enforcement is viewed as the primary solution to crime. When the primary function of police is to protect lives and property of citizens. The functions of policing are complicated. The range of police functions remains so broad and interwined as to make separation of these functions impossible. Police functions are connected not only with the functions of other criminal justice components like courts and corrections but also with diverse revolve around noncriminal activity. Most police tasks revolve around noncriminal activity. Approximately 80 to 90 percent of police functions involve handling family disturbances, dealing with traffic accidents, find missing persons, directing traffic, and dealing with a myriad hazards and dangers. And, only through effective advanced emergency response planning can a police department prepare to meet its disaster role effectively. Police is a symbol of state authority, has arms of law enforcement and tool of implementing state policies, and trained & disciplined human resource. Advantages of police system in emergency management is as follows. - well developed communication - wider reach : every village covered - familiarity with local terrain and area - awareness about people's sensitivities Police officers are also supposed to maintain a sense of perspective, to remain calm in emergencies, to communicate clearly and precisely, and to possess leadership skills. Since September 11, 2001, the police have taken on a new responsibility as the result of several incidents. The police must now be provided an additional mission. They must now be involved in preventing terrorism. To carry out this mission, police officers are being trained to the first responders to terrorist scenes, to gather intelligence on terrorists, and to work with the federal government to make city secure not only from crime but also terrorists' acts. Emergency management in Korea should be included in the main function of police administration. Police administrators must understand the cycle of psychological moods which sweep a community subjected to disaster in order to maintain favorable community relations, maximize their effectiveness in dealing with various legislative bodies, securing of favorable consideration in budget requests. In the past, the police role has been reviewed primarily from the narrow perspective of law enforcement. However, the current role of the police is more concerned with maintaining order and providing social services. This broader role definition suggests that the field of policing should reorder its traditional goals. This encompasses the realization that such non-enforcement aspects of police work as emergency management should be stressed as strongly- if not more so- than pure enforcement activities. The police are the instrument of the people to achieve and maintain order : their efforts are founded on principles of public service and ultimate responsibility to the public.
