Shoplifting refers to theft committed by a customer or a person disguised as a customer at a store during the business hours. Not only does shoplifting cause damages to stores and eventually to all common consumers by having the loss reflected in the prices, but it also acts as a stepping stone toward other crimes and thus increases crimes across the society. According to the “2011 Global Retail Theft Barometer Report" by Checkpoint Systems, the loss caused by theft and management errors in the South Korean distribution industry from July 1, 2010 to June 30, 2011 accounted for 1.3% of total sales or 2.421 trillion won. These serious problems of shoplifting urgently call for countermeasures in the South Korean society. This paper analyzes the issues of shoplifting and proposes countermeasures from the perspective of a victimological theory by investigating those who are the victims of shoplifting and the impact of shoplifting on them. The study also analyzes the kind of effect the victims of shoplifting would have on the incidents of shoplifting through a victimological theory and proposes solutions applicable to shoplifting prevention at a micro and macro level, introducing measures to prevent shoplifting at retail outlets at a micro level and across the entire society at a macro level. Since there is no management of official statistics on the damages and the behavioral pattern of shoplifting in South Korean society, this paper raises a need for society-wide interest and systematic management to preemptively deal with the severity of shoplifting problems.
