The objective of this thesis is to explore the direction and strategy of community welfare plan. The stating point of the thesis is that there have been the weakness of citizen participation and welfare residual welfare consciousness in the existing welfare plan. Therefore this thesis basically aims at an institutional welfare based on power extension of local people and conscientization as a precondition of the plan. The vision and philosophy of this local welfare plan is identified as 'confident citizen and rich community which guarantee social rights and political rights for local citizens. The substantial base for the vision is as follows: citizen participatin and advancement of welfare consciousness, infrastructure building of local welfare system, development of social welfare services. Yet, with regard to the present level of Korean welfare, the plan should consider the order of priority and detailed action plan. There are three plans in this thesis. The first plan is a universalist proposal characterized as an institutional welfare. It consists of better social rights for citizens, governance formation for citizen participation, expansion of civil education. On the contrary, the third is identified as a residual welfare system. The plan focuses on vulnerable stratification such as the older, the disable. The main actors in this plan is not citizens but welfare suppliers. The second is a middle type located between the first and the third. This thesis intend to go from the third to the first and the key point for the path is building of an institution titled as 'Center for social welfare support' which makes active citizens with institutional consciousness and welfare policy for local community.
