This study aims at asserting that the CCP's ethnic policy has focused on making chinese nation, and that is one of the main reasons causing both internal and external conflicts.
For this aims, this study analyzes various ethnic policies taken by CCP such as "theory on Chinese nation plural but one", identification of race, people's self-governing system, cadre training of minority, and lots of official projects on ancient history. Remarkably, China, with its strengthening national power, began to regard whole national histories inside its contemporary border for thousands of years as a China's own history. CCP's new actions such as reorganizing ancient history, prolong its own history, strengthen of supervising border control, does ironically shows that Chinese nation is just in the process of being made, and not has been made yet.
In another words, the substance of traditional chinese nation concept has not been fully settled in China, and CCP is mixing political substance and cultural substance through organizing Chinese nation concept as well as integrating minority into Han race. and this partly explains why internal conflict between minority and Han race is deepening, and why more and more concern and conflicts being caused between China and neighboring countries these days.
