The new govern ideology in Russia, ‘Putinism’ has been firmly established after hisfirst inauguration to presidency in 2000. Putin not only dominates the political scenein Russia, but also plays an equally prominent role on the global stage. This paper hasa purpose to suggest the nature and the contents of the Putinism, and to evaluateit. Putinism is not a ideology in traditional meaning, but something like a vision forpolicy of Putin himself. The vision can be classified with 3 categories, ‘vertical power’,‘dictatorship of the law’, ‘sovereign democracy.’Putinsim, like Mussolini’s regime in 1930s, evoked national greatness, discipline,and exalted myths of an alleged glorious past, but Putin did not rule as a totalitarianleader. Putinism is not a fixed, but a dynamic category. Though Putin, NapoleonⅢ, and the Berlusconi has some common characteristics in their ruling, Putinism isunstable hybrid system. Putinism, as an authoritarian system, is bound to the personal fate of the leader and his clan. It is therefore highly unstable. The big question ishow it will develop in the near future. In this paper, it is predicted that Putinism willbe disappeared easily if the leader go out from his tenure of presidency, becausePutinism is too personal govern idea.
