Today, the Kazakh government plans to increase production levels, according to the development programme of Caspian Sea, up to 3.5 million bbl/d by 2015. For achieving this goal, exploring new oil fields and establishing required infrastructures have been made great efforts by the government. Since 2002, Kazakhstan has put a stress on fostering the value-added petrochemical industry rather than simply exporting crude oil. With doing so, Kazakhstan expects to diversify its energy industrial structure. Moreover, the governmental control over energy resource has been reinforced for being ready for drying up energy resource. Before 2000, petrochemical industries were mainly located and developed around big consumer markets. However, price competitiveness is given salience as a key factor for investing in plant and equipment in recent years and countries such as Saudi Arabia and Iran have emerged as attractive places for petrochemical industry. Particularly with soaring oil price, 'ethan', extracted from relatively moderate priced natural gas, has been paid great attentions and Kazakhstan, with the abundant natural gas reserves, gains competitiveness for luring petrochemical industries. Therefore, it is recommended for Korea to enter Kazakhstan with diversified and mid-long term strategy comprising both upstream and downstream sectors so as to obtain more great opportunities.
