Afghanistan Taleban Group conducts terroristic tactics and guerilla warfares, including suicide bombings and hostage murders. The United States Army and the Allied Forces are struggling against the enduring Taleban led terrors and guerilla wars for over ten years since 2001. On the request of the United States, who were faced with another 'Vietnam quagmire' in Afghan War, Korea dispatched the Provincial Reconstruction Team(PRT) to Afghanistan in the summer of 2010 for reconstruction duties and also Ashena Unit for its protection. As a consequence, safety measures for the Korean Armed Forces are strongly required. Therefore, this paper aims to present the code of conduct for the abducted hostages and counter measures for the Korean Armed Forces in case of kidnapping. For this purpose, studies have been conducted on the types of the terrorist groups, including Taleban, as well as their kidnapping patterns, claims and negotiation methods. Moreover,current counter measures of the Korean Armed Forces were examined,and sought for the most suitable negotiation methods through simulated scenario. Upon a thorough investigation, some efforts need to be exerted in order to guarantee the safety of Korean Armed Forces in the region. First of all, the PRT and Ashena Unit need to be aggressively promoted as a reconstruction support group rather than a combat group. Secondly, they need to make efforts to form a closer bond with the local people by understanding their Islamic cultures and learn the local languages. Third, they have to establish a system of military preparedness to counteract the Taleban attacks at any time, through repeated emergency drills. Fourth, exhaustive intelligence network needs to be established to detect potential threats to the Korean military post. Lastly, human network with the local people has to be established in order to improve negotiating power.
